The World Bank is seeking urban recovery and development experts’ assistance for a technical study with the overarching objective of strengthening green, resilient and inclusive recovery and development for Greater Beirut, with a strong focus on making the city more climate resilient and environmentally sustainable. The aim is to (i) diagnose the key urban recovery and development challenges and needs for Greater Beirut, (ii) facilitate the formulation of a cross-sectoral green, resilient and inclusive Urban Recovery and Development Strategy for Greater Beirut as well as its related Action Plan, and (iii) provide concrete recommendations for the creation and institutionalization of a Planning and Coordination Unit (PCU).

We are deeply moved by the tragic events currently affecting the region and wish to express our solidarity and support for the local populations. We sincerely hope that peace and stability can be restored swiftly and that the affected countries will find paths to lasting reconciliation.

Due to the current situation, the progress of this project has had to be adjusted, deviating from the initially planned objectives and timeline. However, despite the constraints imposed by the absence of field missions, we are able to carry out certain diagnostic tasks remotely. This is made possible by the availability of numerous documents and data concerning the study area. Nevertheless, it is important to note that some of these diagnostic elements may become outdated depending on the areas impacted by the conflicts. As a result, this reference sheet will be updated in accordance with the progress of the study in this exceptional and unpredictable context.
