Project summary

The Government of Senegal, through the Ministry of Water and Sanitation and the Directorate for Flood Prevention and Management, in partnership with the French Development Agency (AFD) and the Green Climate Fund (GCF), has launched the Integrated Flood Management Project in Senegal (PGIIS). This initiative aims to bolster the resilience of communities against floods by implementing a scientific and institutional approach to urban flood management at both local and national levels. The PGIIS strives to go beyond simple infrastructure construction, aiming instead to provide a more sustainable and effective approach to flood governance.

This assignment is part of the second component of the PGIIS and focuses on reducing flood vulnerability, which outputs are (i) an audit of existing flood risk reduction practices and recommendations, (ii) a modeling-supported assessment of risks on pilot sites, (iii) the development and validation of flood risk master plans for pilot sites, (iv) the creation of a municipal crisis and intervention management plan, (v) the development of a national flood risk management plan, and (vi) capacity-building and the production of methodological guidelines.

Tasks carried out by Ecoresil

Analysis of the socio-economic context of pilot sites and impacted populations, and coordination of the inventory and characterization of GIS data.

Monetary and non-monetary evaluation of direct and indirect damages for current and projected situations (2024 and 2050), considering climate change and urban development.

Control and calibration of results using past experience and development of macro-economic indicators to ensure results consistency.

Preliminary and final cost-benefit analyses (CBA) and multi-criteria analyses (MCA).

Writing of assessment reports on vulnerabilities and risks, and maintenance of secure access to online dashboards.

Performance of three one-week missions to support field activities.
